I think that Ford mostly just made Torontonians uncomfortable. I do not remember Marion Barry however I found many links about Black Barry's which seem appropriate, unlike this sentence.

So apparently in Canada within 10-20 years they expect 1 in 2 citizens to be immigrants or a child of an immigrant with the vast majority living in cities (specifically Toronto). I listened to interviews with "diverse" Torontonians who think that the rest of Canada is too unfriendly and if it could just be more diverse like Toronto, they'd consider visiting.

This is also the country who is bilingual, except in Quebec where certain areas would rise up and impale you Vlad style if you spoke English. Bilingualism does grant the ability for far superior employment.
